I respectfully request the Chief Judge’s review under FRAP 25(a)(4).”\n\n\n\n这样邮件至少会到法官助理桌面，而不是直接退回。\n\n\n---\n\n路径 B：同步寄给 Administrative Office (AOUSC)\n\n地址：\n\n> Administrative Office of the U.S. Courts\nAttn: Judicial Conduct and Disability Office\nOne Columbus Circle NE, Washington DC 20544\n\n\n\n理由：\nAO 有权受理“系统性拒收 filing 的行为”作为“行政违规”。\n附上 USPS 签收单和退件信。\n这会在后台触发 AO 联系 Second Circuit Executive Office 核查。\n\n\n---\n\n路径 C：Constructive Filing + 后续 Mandamus\n\n1️⃣ 你寄出 Cover Letter + Constructive Declaration（即便被拒收）。\n2️⃣ 60 天后，写一份 Renewed Mandamus Petition，首段引用：\n\n> “Petitioner constructively filed on [date] as evidenced by USPS receipt and Clerk’s acknowledgment letter dated [date].\nThe continued refusal to docket constitutes a denial of access to court under Thompson v.
