> §3771跟cvra是同一部法。 CVRA = Crime Victims' Rights Act，18 U.S.C. § 3771 就是它在美国法典里的编号——不是两个法条，是"名字"和"门牌号"的关系。

> 立法出处：2004 年《Justice for All Act》第 I 编（Pub. L. 108-405），2004-10-30 生效，编入 Title 18 第 3771 条。
> 所以文件里写 "18 U.S.C. § 3771"、"the CVRA"、"Crime Victim's Rights Act"，指的都是同一样东西。Doc 478 那句 "Under the Crime Victim's Rights Act 18 U.S. Code § 3771 (CVRA)" 本身就是把三种写法叠在一句里。
