Whistleblower Movement: a source-led concept guide

“Whistleblower Movement” is a political and media mobilisation term used in public communications by Guo Wengui and his supporters. This page treats it as a searchable historical concept, not as a court-recognised organisation. The archive shows how livestream titles and statements used the term, and the government record describes allegations involving online followers and entities including GTV, the Himalaya Farm Alliance, G|CLUBS and Himalaya Exchange. Those records do not by themselves establish a unified membership list, headcount or shared beliefs.

Scope limit: this archive does not maintain a membership register and does not treat the Whistleblower Movement, NFSC, GTV, Himalaya Exchange or the criminal defendants as interchangeable entities. Each item keeps its author, submitting party or court identity.

How participants used the term

The archive’s August 8, 2018 and June 25, 2019 livestream titles both use “爆料革命.” They document public language used in Guo Wengui’s communications network and can answer when and how the term was used. They cannot by themselves answer how many members there were or who represented the whole movement.

What the government record says

The DOJ’s 2023 release and third superseding indictment describe Guo Wengui’s online reach as a channel used to solicit investments and identify GTV, the Himalaya Farm Alliance, G|CLUBS and Himalaya Exchange. The indictment’s facts are prosecutorial allegations. The SEC’s 2021 administrative enforcement record concerning GTV, Saraca Media Group and Voice of Guo Media is an independent regulator’s record about specified offerings. Neither supplies an official membership definition for the Whistleblower Movement.

Orders and judgments can answer what happened in the specific criminal proceeding: #858’s Background A records the jury’s July 16, 2024 convictions on nine counts, and #860 records the later prison terms and forfeiture terms. They do not ratify political identities expressed in livestreams or turn a communications label into a legal entity. A citation should identify whether the material is a livestream, a government filing or a court decision.
