# DECLARATION OF LEO R. TSAO IN SUPPORT OF MOTION FOR ADMISSION PRO HAC VICE

I, Leo R. Tsao, pursuant to Rule 83.2(c), declare as follows:

- 1. I am a partner with the law firm Paul Hastings LLP, located in the D.C. office at 2050 M Street, N.W., Washington, D.C. 20036. - 2. Pursuant to Rule 1.3 of the Local Rules of the United States Court for the District of Columbia, I submit this affidavit in support of my motion for admission pro hac vice. - 3. As shown in the Certificate of Good Standing attached hereto, I am a member in good standing of the Bar of the District of Columbia. I am also a member of the New York state bar. - 4. I have never been convicted of a felony. - 5. I have never been censured, suspended, disbarred or denied admission or readmission by any court. - 6. There are no disciplinary proceedings presently against me in any state or federal court.

7. I have not been admitted pro hac vice in this Court within the last two years.
