CVRA 是“即时权利”（immediacy） CVRA 明确写： The court shall take up and decide any motion asserting a victim’s right forthwith. 意思就是： 不能拖 不能搁置 不能排队 不能行政转移 更不能说“以后钱分完再说” 而 DOJ 在 785 号文件做了什么？ ❌ 把 CVRA 放到“分配阶段之后” ❌ 由行政（减免）替代司法（法院） ❌ 把受害人变成债权人 ❌ 把赔偿从司法移出体系 这是重大违法结构。
